Freight and passenger transportation in urban areas, as well as along intercity transport corridors are two areas of TERA's expertise. The technical scope of TERA's services ranges from evaluation of urban transport improvements in Caracas, Venezuela to technical assistance in the implementation of a 2,600 kilometer national toll road program for Poland; from feasibility evaluation of a truck stop operation along the I-95 corridor in New Jersey to implementation of the Highway Development and Management Model (HDM-4) and professional staff training in Mongolia and Albania, and Malawi.

Under a multi-year assignment, TERA supported the U.S. Department of Energy's Oak Ridge National Laboratory in the preparation of the annual Transportation Energy Conservation Data Book. Existing data collection methods in all states in support of vehicle miles of travel estimates were documented. TERA conducted a comprehensive feasibility study of a motorway project in Turkey under BOT concessionary financing and provided technical assistance to the Polish Motorways Agency in the national toll road program. TERA's experience in urban and national highway projects also includes Albania, Belarus, Bulgaria, Hungary, Kyrgyz Republic, Latvia, Lithuania, Macedonia, Malawi, Moldova, Mongolia, Romania, Russia, Slovak Republic, Tajikistan and Turkmenistan. TERA professionals also assisted numerous interstate carriers in business planning, operational assessments and expert testimony before the Interstate Commerce Commission.

Urban transportation assignments in Bangkok, Bucharest, Caracas, Calcutta, Jakarta, Manila, and Singapore evaluated congestion and environmental problems through alternative demand management measures involving mass transit systems. TERA also evaluated financing and operations of intelligent transportation systems in the United States, France, South Korea, and Germany. Comprehensive feasibility studies including engineering, environmental, financial, economic, institutional, social, poverty, and resettlement analyses have been conducted for road projects in Kyrgyzstan, Tajikistan, Mongolia, Albania, Bulgaria, Romania, and Turkey.
